Hirobumi Ito's rounding order (addressed to Captain Brown)
On July 7, 7, Hirofumi Ito, Minister of Engineering, sent a letter addressed to Sanjo Sanjo, the Minister of State, stating that he would like to dispatch Captain Brown, an Englishman hired at the lighthouse dormitory, to England because the lighthouse patrol ship ordered from England would be completed soon. I made an inquiry and was settled.
Kobukyo Ito sent a letter dated 8 August to Captain Brown, with detailed instructions, ordering the ship to sail to Yokohama.Captain Brown was not just a cruising captain, but a representative of the Lighthouse Dormitory of the Ministry of Engineering.The captain at the time of the rounding was Earl H. Peters.
